About the Role:

BasiGo is seeking a diligent and proactive HSE Associate to ensure the safety, compliance, and environmental sustainability of our operations in Kenya and Rwanda. Reporting to the ESG Manager, you will be responsible for developing, implementing, and managing health, safety, and environmental protocols across the company. You will play a key role in ensuring compliance with local and international regulations, supporting audits, and leading impactful training programs that promote a culture of safety, sustainability, and operational excellence. This role will also involve occasional travel to Rwanda.

What You Will Do:

HSE Policy and Procedure Development and Implementation:

Assist in the development and implementation of HSE policies, procedures and work instructions.
Ensure alignment of HSE policy and procedure documents with local regulations and international standards such as those of International Labour Organization(ILO) and World Health Organization (WHO) Environmental, Health, and Safety General Guidelines.
Maintain accurate records of all updates and revisions to HSE policy and procedure documents.
Oversee a document management system for the secure storage and accessibility of all HSE policy and procedure documents.

Risk Assessment and Management:

Identify potential HSE risks across operations and projects, including physical, chemical, and environmental hazards.
Evaluate the likelihood and impact of identified risks to prioritize mitigation actions.
Develop and implement risk control measures to reduce or eliminate hazards.
Continuously monitor and reassess risks to ensure mitigation measures are effective and updated as needed.

Incident Investigation and Reporting:

Lead and execute comprehensive investigations into workplace incidents, including accidents and near misses, to identify root causes and contributing factors.
Develop and implement detailed incident reports with actionable recommendations for preventive measures.
Coordinate with relevant teams to ensure timely corrective actions are taken and documented.
Analyze incident data to identify trends and develop strategies to mitigate future risks.

Training and Awareness for BasiGo Staff:

Design and deliver targeted training programs on HSE practices to enhance staff awareness and compliance.
Develop and maintain training materials and resources, ensuring they are up-to-date with current regulations and best practices.
Conduct regular workshops and seminars to reinforce safety protocols and foster a culture of continuous improvement.
Assess the effectiveness of training programs through feedback and performance metrics, and adjust content as necessary to address identified gaps.

Driver Training Program:

Develop and implement comprehensive onboarding training for new drivers, covering safe driving practices, bus safety features, emergency procedures, incident reporting, grievance mechanisms, and compliance with BasiGo’s Code of Conduct, including Gender-Based Violence and Harassment (GBVH) considerations.
Conduct annual refresher training for all drivers, including updated content such as applicable new regulations, policies, or identified areas for improvement.
Regularly update and maintain standardized training curricula to reflect the latest best practices, regulations, and BasiGo’s evolving needs and policies.
Ensure training materials and/or delivery methods are available in local languages to accommodate diverse driver backgrounds.
Maintain thorough documentation of all training activities, including attendance records, training materials, and certification of completion.
Monitor driver compliance with training requirements and performance against road safety standards, maintaining a driver scorecard.
Analyze incident and accident trends, recommend solutions, integrate lessons learned, and present findings to stakeholders, including BasiGo and SACCO/operator management and drivers.
Support SACCOs and other external parties, such as the regulators, in accident investigations and root cause analysis as required, submitting reports to relevant stakeholders in the prescribed format.

Environmental Management:

Develop and implement waste management procedures to ensure the proper disposal, recycling, and reduction of waste generated from operations.
Establish and maintain pollution control measures to minimise emissions and discharges affecting air, water, and soil quality.
Monitor and manage energy consumption and resource usage to identify opportunities for efficiency improvements and reduce environmental impact.
Ensure compliance with local and international environmental regulations and standards, conducting regular audits and reviews to maintain adherence.

Emergency Preparedness and Response:

Develop and implement comprehensive emergency response plans tailored to BasiGo’s operations, including procedures for handling incidents, accidents, and natural disasters.
Conduct regular drills and simulations to test the effectiveness of emergency response plans, ensuring that all staff and drivers are familiar with their roles and responsibilities.
Maintain an updated inventory of emergency equipment and resources, ensuring their readiness and accessibility in the event of an emergency.
Establish clear communication protocols for reporting and responding to emergencies, including designated contacts, escalation procedures, and documentation requirements.

Monitoring, Audit and Reporting:

Conduct internal workplace audits to ensure compliance with HSE regulations, identifying and addressing any gaps or non-compliance issues.
Coordinate external audits and inspections by agencies such as DOSH, NEMA, and public health officials, ensuring that recommendations are implemented effectively and in a timely manner.
Maintain an HSE data monitoring KPI dashboard to track performance metrics.
Prepare and submit detailed quarterly HSE reports to relevant stakeholders, summarising compliance status, incident trends, and improvement actions.

Our Ideal Candidate would have:

Education & Experience:

Minimum of 5 years of experience in HSE roles, with a focus on implementing Occupational Health and Safety Management Systems, as well as Environmental Management Systems.
Proven experience in developing and implementing training programs.
Familiarity with regulatory requirements and industry best practices related to HSE.
Demonstrated ability to conduct audits and manage compliance with HSE standards.
Experience in incident investigation, root cause analysis, and corrective action planning.
Certification in HSE management (e.g., NEBOSH, IOSH, OSHA).
Experience in the transport or logistics industry, particularly with fleet management, SACCOs or Operators, and driver training.
Multilingual abilities, especially in local languages relevant to the operational areas.
