1) PROGRAMME:
•Supports the Director in promoting a culture of results by coordinating the implementation of the results roadmap including by enhancing UNEP’s reporting and communication on results as well as by increasing the use of data.
•Ensures that the outputs produced by the Division maintain high quality standards.
•Ensures that all outputs produced by the Units under her/his supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Represents the Division at international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions. •Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.

2) COORDINATION:
•Co-ordinates and oversees the preparation of reports for presentation to inter-governmental bodies, including the General Assembly, the UN Environment Assembly, the Committee of Permanent Representatives based in Nairobi, the Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, the Economic and Social Council, and other policy-making organs, as appropriate.
•Under the guidance of the Director, reports to inter-governmental bodies on programme performance on the Medium-Term Strategy and the Programme of Work.
•Supports the Director in fostering teamwork and communication among staff in the Division and across organizational boundaries.

3) MANAGEMENT:
•Assists the Director in preparing the work plan of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Oversees the day-to-day management of activities undertaken by the Division, ensures that programmed activities are carried out in a timely fashion.
•Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (e-PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Supports the Director in staff recruitment, taking due account of gender and geographical balance.
•Manages, guides, develops and trains staff under her/his supervision.
•Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, environmental science, social sciences or related area is required.
A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of fifteen (15) years of progressively responsible experience in programme and human resources management, administration and financial management is required.
Demonstrated managerial experience in an international, regional or government organization is required.
Experience in developing and/or implementing international, regional or governmental environmental programmes involving various partners, clients and social actors is required.
Experience in leading teams and fostering teamwork, is desirable.
Experience in data analytics or related area is desirable.
