Consultant- Health & Safety Standards Project at Africa Minigrid Developers Association (AMDA)

Job Description

Objective of the Consultancy:

The overall objective of the consultancy is to support the implementation of the Health & Safety (H&S) Support Service by:
Creating comprehensive, country-specific H&S Handbooks tailored to minigrid developers operating in Nigeria, Zambia, and Kenya;
Training and building the capacity of AMDA staff to support H&S compliance and awareness among members;
Developing and setting up a virtual Minigrid H&S Help Desk.

Scope of Work

The consultant’s scope of work will encompass the following activities, aligned with the project’s components:

H&S Country Handbooks
Develop three comprehensive handbooks (one each for Nigeria, Zambia, and Kenya), including:
Overview of country-specific H&S laws and regulatory frameworks;
Sector-specific risks and mitigation practices;
Compliance checklists and templates;
Case studies and success stories (where applicable);
Incorporate insights from the H&S protocol mapping exercise.
Ensure content is accessible, practical, and aligned with national licensing requirements for minigrids.
Collaborate with the AMDA Communications team for final formatting and design.
Capacity Building
Design and deliver training modules for AMDA staff on:
National and regional H&S regulations relevant to minigrids;
Best practices in incident reporting, compliance monitoring, and mitigation;
Use of the Minigrid Help Desk platform and resource materials;
Support AMDA staff in becoming H&S focal points within their regions.
Conduct virtual and/or in-person workshops and create a training manual or toolkit.
Development of the Minigrid H&S Help Desk
Design and structure the Help Desk interface and workflow (in collaboration with AMDA’s technical team).
Define standard operating procedures (SOPs) for handling inquiries, referrals, and incident reporting.
Create a database of certified H&S consultants for referrals.
Provide technical documentation and guidance for future updates and maintenance.

Consultant Qualifications

The ideal consultant will possess the following qualifications and experience:

Technical Expertise:

Minimum of 7 years of experience and demonstrated expertise in Health and Safety (H&S) regulations, protocols, and best practices, particularly within the energy or infrastructure sectors;
Experience with DRE solutions, minigrids, or off-grid energy technologies is highly desirable;
Knowledge of H&S regulatory landscapes in Sub-Saharan African countries, specifically Nigeria, Zambia, and Kenya, is a significant advantage
