Job Summary

To plan, organize and direct the Planning, design & construction work

Main Duties and Responsibilities

Managerial Roles and Responsibilities

Plan, assign, schedule, supervise, and evaluate section supervisors of the wastewater treatment plant;
Plan and recommend the improvement of plant facilities including capital projects and maintenance project improvements;
Organizing and directing staff on the day to day activities;
Prepare and administer budget for assigned sections of the wastewater treatment plant;
Plan and conduct field surveys to locate new sites and analyze details of project sites. Survey land or bodies of water to measure or determine features;
Conduct materials test and analysis using tools and equipment and applying engineering knowledge;
Monitor installation of plumbing, wiring, equipment, or appliances to ensure that installation is performed properly and is in compliance with applicable regulations;
Measure dimensions and verify level, alignment, or elevation of structures or fixtures to ensure compliance to building plans and codes;
Monitor construction activities to ensure that environmental regulations are not violated;
Review and interpret plans, blueprints, site layouts, specifications, or construction methods to ensure compliance to legal requirements and safety regulations;
Estimate cost of completed work or of needed renovations or upgrades.
Operational Roles and Responsibilities

Producing designs, both initial outlines and full plans, of sewerage, water treatment and flood defense structures such as pump systems and pipe networks;
Carry out designs and construction supervision of sewerage projects;
Supervise construction of new structures/ repairs and provide the necessary Engineering expertise;
Managing and maintaining water and sewerage infrastructure operations;
Presenting project details and technical information to colleagues and clients;
Writing reports;
Managing project budgets;
Keeping up to date with changes in regulatory legislation and guidelines;
Writing and advertising tender documents and managing contracts;
Liaising with clients, contractors, government agencies, local authorities and suppliers;
Monitoring flood levels;
Supervising staff and site workers;
Using a variety of specialist computer applications/simulation software;
Ensuring that projects keep to budgets and timescales;
Maintaining an awareness of current environmental issues;
Perform any other duties as may be assigned.

Knowledge and Skills Required:

The jobholder must possess:

A Bachelor’s degree in Civil Engineering or any other related field;
A minimum of 8 years’ in related work experience, with 3 years of this in Senior Management;
A Certified member of the Institute of Engineers Kenya;
A Masters degree in related field will be an added advantage
Must have demonstrated ability to handle departmental budgets, resources, processes, projects and relationships;
Should have thorough knowledge of the relevant industry/sector as well as knowledge of regulatory requirements affecting the relevant sector;
Must have ability to plan, organize, implement and evaluate departmental goals;
Must demonstrate ability to handle multiple and conflicting priorities, and work under strict deadlines;
Should have strong analytical and be result oriented;
Must have high standards of integrity and ethical practice;
Must be capable of functioning effectively both as a team player and a team leader;
Must have management and Leadership skills;
Must have ability to accurately plan work assignments, prioritize tasks and deliver deadlines;
Should have problem solving and decision-making abilities;
Should be an effective communicator with the ability to handle both internal and external communication;
Should demonstrate ability to identify and respond to risk areas within the department;
Should have effective people management and conflict resolution skills;
Must have knowledge in use of MS office packages.
